CSIRS-UIU Participates in Workshop on Developing Climate Action Plans (CAP) for Municipalities

CSIRS-UIU actively participated in the two-day workshop on “From Policies to Practice: Developing Climate Action Plan for Municipalities” held on 17–18 September 2025 in Dhaka, organized by Waste Concern , BORDA, and BMX, in association with SNV Bangladesh and CSIRS-UIU.

The workshop brought together more than 60 participants, including representatives from municipalities, government agencies, development partners, and academia, to strengthen collaboration on climate action and support municipalities in developing Climate Action Plans.

Day 1 opened with a welcome address by Abu Hasnat Md. Maqsood Sinha (Co-Founder, Waste Concern) and was chaired by Iftekhar Enayetullah (Co-Founder, Waste Concern). Dr. Md. Mujibur Rahman (Professor, Civil Engineering, and Director, CSIRS-UIU) also shared opening reflections.

Highlights of the sessions included:

  • Dr. Fazle Rabbi Sadeque (PKSF) delivering the keynote on climate change impacts in Bangladesh.
  • Dr. Abdullah Al Mamun and Md. Mahmud Hossain (Department of Environment, MoEFCC) presenting on the National Adaptation Plan 2023–2050 and environmental regulatory frameworks.
  • Md. Ziaul Haque (Department of Environment, MoEFCC) discussing NDC 2021 and NDC 3.
  • Dr. Ijaz Hossain (Former Dean, BUET) highlighting GHG mitigation strategies for urban local bodies.
  • Dr. Md. Mujibur Rahman (CSIRS-UIU) addressing climate-resilient urban infrastructure planning.
  • Md. Hamidul Hoque (LGED) on the application of green infrastructure in urban areas.

Day 2 chaired by Iftekhar Enayetullah and moderated by Architect Moushumi Ahmed, emphasized municipal perspectives.

Highlights of the sessions included:

  • Yemi Patricia Solórzano (SNV Bangladesh) on city-led resilience initiatives.
  • Municipal representatives from Kushtia, Munshiganj, Goaland, Chapai Nawabganj, Lalmonirhat, and Moulavibazar presenting their profiles, budgets, and climate priorities.
  • Md. Nazrul Islam, Md. Lazim Munim Esti, and Md. Maksudur Rahman Akash presenting Climate Action Plans for Kushtia and Savar.
  • Architect Nusaiba Nashin sharing a design on climate-resilient solid waste infrastructure.
  • Interactive group work where municipalities identified priority projects for Climate Action Plans.


The workshop concluded with reflections from Dr. Rowshan Momtaz (Director, ITN-BUET), Dr. Md. Mujibur Rahman (CSIRS-UIU), Shahidul Islam (SNV Bangladesh), and Abu Hasnat Md. Maqsood Sinha (Waste Concern) and certificate distribution.

Through this workshop, CSIRS-UIU reaffirmed its commitment to research, knowledge-sharing, and partnerships that help municipalities advance climate-resilient, sustainable urban development in Bangladesh.
